This EDC - TOOLBOX is the result of an Education for Democratic Citizenship
project (“EDC-multipliers” - the project was carried out within
the framework of the Stability Pact for South Eastern Europe) that started
in 2001 as a co-operation between EDC-related institutions from Albania,
Austria, Montenegro, Romania and Serbia. The project was planned and
funded with the support of the Swiss Ministry of Education and KulturKontakt
AUSTRIA. The experts involved aimed at creating an easy to handle EDC
- TOOLBOX for EDC-trainers - mainly from South Eastern Europe - that
enables them to plan and carry out EDC-related seminars. The EDC - TOOLBOX
enables the trainers to plan their seminars easily, from the “icebreaker”
to the evaluation of the seminar.
Thanks to the experts' broad experience in the field of EDC, the user
can select from a wide range of topics, enabling him to apply the toolbox
to a large variety of subjects and methods.
In addition to the toolbox itself, the user will find background information (among others things the Council of Europe EDC-stocktaking for the relevant countries) and a commented list of links. Both are tailor-made for the South Eastern European context.
The authors hope that their toolbox will gain a high number of regular users. To achieve this goal, a conference with stakeholders in EDC is scheduled for autumn 2004. At this conference the EDC-toolbox will be presented to an interested public and the participants will get acquainted with the toolbox in order to promote its popularity.

This site offers access to resources on Education for Democratic Citizenship (EDC) in Southeastern Europe. It contains basic documents, a collection of good practice examples from Albania, Montenegro, Romania and Serbia, various types of methods for EDC activities to be used in schools, NGOs, adult education structures, as well as in training.
The Committee of Ministers of the Council of Europe has decided to proclaim 2005 the "European Year of Citizenship through Education". It wishes to draw attention to how crucial education, both formal and non-formal, in a life long learning perspective, is to the development of active citizenship, the quality of participation in a democratic society and in fostering democratic culture.
